Introduction:

"The parliamentary election in April resulted in a clear constitutional majority for the new ruling party, TISZA. This outcome enables the new government to reshape the constitutional framework — a necessary step to unfreeze EU funds.

Removing the chief justice from the Supreme Court, the National Office of the Judiciary and the Constitutional Court will far from be enough. It is also necessary to limit the scope for arbitrariness within the judiciary. Patronage networks operate through a carrot-and-stick approach. The more these incentives can be curtailed, the better: judges should not be evaluated by their direct superiors, and rewards should be tied to predefined criteria.
